Computer Training Success

My 10 year old brother has a friend that just seems to be a down-right bad kid. He looks for girls gone wild, bad pictures, and all that stuff on my virus freak mom’s computer. He skips school all the time. He causes damage to the neighboorhood, littering, thowing junk into the train and trolley tracks, breaks stuff around the town. He seems to also be a real jerk trying to push and talk my little brother into doing stuff he knows he shoulds be doing, stealing, using his money for his friend, giving him stuff, taking my things, doing bad things with him, anything you could think of! My mom knew only about the computer thing and let him go with a warning without telling his mother. Im just worried about what might happen to my little brother with him shugging off this stuff and saying that he will do what he wants when i know he’s just afraid to stand up for himself from this kid. WHAT ADVICE DO YOU HAVE FOR MY BROTHER, POEPLE WHOS BEEN THOUGH THIS AND EVEN NOT?
Im also just an older sister so theres nothing i can DO about it really.
